The NYC Department of Design and Construction was created
in October 1995 to assume responsibility for certain construction projects
formerly performed by the Departments of Transportation (DOT), Environmental
Protection (DEP), and General Services.
The Department uses in-house resources and private consultants and contractors to perform design and construction services related to streets and highways, sewers, water mains, correctional and court facilities; cultural institutions; libraries; schools; and other public buildings, facilities and structures.
The Bureau of Infrastructure serves as a consultant to DOT and DEP and is responsible for the design and construction of various highway, sewer and water projects. The budget for these types of projects varies but averages $400 million annually. As part of the design process the rehabilitation of sewers and water mains is reviewed for each project. On average approximately 100,000 lf of sewers are televised and approximately 25,000 lf are rehabilitated through the use of cured in place liners and guniting. Although standard tunneling procedures have been utilized for over 100 years the use of augering and microtunneling has become common place since the 1980s.
One of current projects is for the rehabilitation of large diameter water mains in the Borough of Manhattan. Should it prove successful the City will be able to update water mains dating back to the 1880s.
