Title:                                       Methods for Cost-Effective Rehabilitation of Private Lateral Sewers (02-CTS-5)

Background

Millions of sewer laterals exist throughout the U.S. and many convey a significant amount of I/I into sewer systems. The laterals are often responsible for sanitary sewer overflows, increased cost of wastewater conveying and treatment, costly damage to private property, etc.

 

Despite of growing awareness of problems related to laterals, many municipalities still don’t know how much the laterals contribute to total I/I in their systems. Dealing with laterals is often put off for several reasons:

-         Because of their number, a major commitment of resources is typically required to inspect and rehabilitate the laterals for a crudely predicted level of benefit.

-         There is little guidance available to determine which inspection and rehabilitation options work the best in specific site conditions and are cost effective.

-         Accessing private properties involves significant political, legal, financing and liability issues.

 

This project explores methods to identify sources and quantify I/I from the laterals, and reviews and evaluates methods to rehabilitate private laterals. Evaluation factors include cost, safety, installation, technical aspects, potential life of the rehabilitation, accuracy of grade, and ability to avoid liability issues. The project also investigates the various methods for financing private lateral rehabilitation including cost sharing with property owners.  

 

Project Status

The study has been completed. See Table of Contents of the final report and its appendices.

A paper on the project was presented at the NASTT No Dig 2006 conference in Nashville, TN (March 26-28, 2006). Another paper will be presented at the WEF Collection Systems 2006 Conference in Detroit, MI (Aug 6–8, 2006).
